Elí Díaz-Atienza brings over 25 years of combined expertise in civil engineering, law, and executive leadership across both the public and private sectors. A licensed Professional Engineer and Attorney, Elí holds a Bachelor's in Civil Engineering from Georgia Institute of Technology and a Juris Doctor from the University of Puerto Rico School of Law—a rare combination that enables him to navigate the full complexity of infrastructure, real estate, and development projects from technical design to legal strategy.

In the public sector, Elí served as Executive President of the Puerto Rico Aqueduct and Sewer Authority (PRASA), Chairman of the Board of the Puerto Rico Electric Power Authority (PREPA), and Governor's Representative to the Fiscal Oversight and Management Board (FOMB)—overseeing billions in assets, leading debt restructuring negotiations with the US Treasury, and directing disaster recovery efforts that restored 99% of water service within 90 days of Hurricane Maria.

In the private sector, he served as Senior Vice President for Latin America and Puerto Rico at TRC Companies (now WSP), where he led strategies resulting in over $150 million in new contracts, and spent nearly a decade as counsel at McConnell Valdés in real estate, corporate, and government affairs.
